How Doutta Galla is Embracing the 2024 Aged Care Act.
The passage of the Aged Care Bill on 25 November 2024, marks a significant turning point for aged care in Australia, setting the stage for improved safety, quality, and rights for older Australians. The timing of this legislative milestone coincided with Doutta Galla Aged Services’ Annual General Meeting (AGM) the following day, where the organisation reflected on its strong performance in 2024 and its readiness to embrace these historic reforms.
At the AGM, Board Chair Scott Chapman AM opened with a focus on Doutta Galla’s values-driven leadership and commitment to delivering high-quality, inclusive care. His address highlighted key areas of the organisation’s progress, including investments in staff, technology, and community connections to build a resilient and adaptive organisation.
CEO Glenn Rappensberg, shared operational highlights that demonstrate how Doutta Galla has positioned itself to lead in this new era of aged care. He focused on three key initiatives:
- Building capacity: Strategic investments have bolstered Doutta Galla’s workforce, service delivery, and technology, ensuring readiness to meet growing demand and adapt to regulatory changes.
- Enhancing capability: By equipping staff with the tools and training needed to excel, Doutta Galla fosters a culture of care that empowers staff to deliver personalised, people-centered services aligned with sector priorities and the diverse needs of those they serve.
- Strengthening trust: Clear communication and community connections have enhanced stakeholders’ confidence in Doutta Galla’s commitment to collaboration and an ability to deliver care excellence.
These achievements were underpinned by a solid financial performance in 2024. Strategic investments in technology to enhance operational efficiency, improvements in cybersecurity and future growth, have further strengthened the organisation’s foundations.
The new Aged Care Act, effective from 1 July 2025, incorporates 58 recommendations from the Royal Commission into Aged Care Quality and Safety. It prioritises safety, dignity, and respect for older Australians, introducing a tougher regulatory model, strengthened Aged Care Quality Standards, and a Statement of Rights. Mr. Rappensberg applauded these measures, saying, “This reform amplifies the values Doutta Galla has always upheld—quality care, transparency, and empowerment. For those wishing to remain at home, the Act introduces the $4.3 billion Support at Home program. This initiative will provide improved funding, assistive technology, and flexible services to support independence.
Mr. Rappensberg noted, “These changes resonate deeply with Doutta Galla’s vision,” adding that, “we’ve consistently prioritised the needs of our residents and clients. This reform empowers us to go further in supporting them to shape their care journey with dignity and choice.”
Looking to the future, Mr. Rappensberg outlined a forward strategy centred on organisational culture, sustainability, and strategic growth. He stated, “With our strong foundation, we are well positioned to embrace this pivotal moment in aged care reform. Our focus is clear: to not only meet the requirements with confidence but to lead the way in defining a future where quality care and innovation go hand in hand.”
