Understanding how your client contribution works

From 1 November 2025, the Australian Government’s new Support at Home Program replaced the existing Home Care Package program and Short-Term Restorative Care. The Commonwealth Home Support Program is intended to transition to the Support at Home Program no earlier than 1 July 2027.

Under this new system, older people who receive government-funded home-care services may be asked to contribute to the cost of their care, depending on their individual financial circumstances.

Under the Australian Government’s Support at Home program, the “no worse off” principle ensures older people already receiving or approved for a Home Care Package by 12 September 2024 will not pay more or lose access to their current level of support when the new system begins. This means your care and contribution arrangements will stay the same, or improve, under Support at Home.

Clients entering from 1 November 2025 will move to the current contribution framework, with government-funded clinical care and income-based contributions for independence and everyday living services.

What is a client contribution?

Under the Support at Home program in Australia, a client contribution (also called a co-contribution) refers to the out-of-pocket amount that the client pays towards the cost of their home care services, while the government covers the rest.

All clients approved after 12 September 2024 are expected to contribute unless exempt due to financial hardship. The amount depends on income and assets, assessed by Services Australia (Centrelink).

Rates by service type:

  • Clinical services (e.g., nursing, allied health): 0% contribution (fully funded by Government).
  • Independence supports (e.g., personal care, social support): minimum 5% for full pensioners, higher for part pensioners and self-funded retirees.
  • Everyday living services (e.g., cleaning, shopping, meal prep): minimum 17.5% for full pensioners, increasing up to 80% for self-funded retirees without a Commonwealth Seniors Health Card.
  • A lifetime cap including both Support at Home and Residential Aged Care costs is currently at $135,318.69 (as of 1 November 2025).
  • The “no worse off” principle guarantees that people transitioning from Home Care Packages won’t pay more than before.

Services Australia will assess your income and assets to confirm what level of contribution applies.

  • You’ll receive written confirmation of your contribution amount before services begin.
  • You’ll always know what you are paying for – no hidden fees or surprises.
  • We’ll work with you to design a personalised care plan and budget, clearly showing how government funding and your contribution combine to deliver your services.

Support at Home Program

  • From 1 November 2025, the Support at Home program replaced the previous Home Care Packages Program and Short-Term Restorative Care program. 
  • You will have improved access to services, equipment and home modifications to support living at home longer. 
  • There will be new pathways for restorative care (to rebuild independence) and end-of-life care (to support remaining at home) under the program.  
  • The reforms emphasise a more rights-based and flexible approach, which is personalised and aligned to your goals.  
  • An expanded Support at Home services list with government-funded services is available to eligible participants (individually assessed).

  • Individuals aged 65+ (or 50+ for Aboriginal and Torres Strait Islander people).
  • Clients on low incomes or at risk of homelessness.
